Bi depicts the situation of natural union — people coming together in solidarity. Water above earth — water resting on the earth's surface, the elements harmoniously joined. The hexagram represents the formation of community, the gathering of people around legitimate center, and the human capacity for union when conditions support it.
The single yang line in the fifth (top) position represents the legitimate leader or center around which the union forms. The surrounding yin lines are the people coming together around this center. Bi is paired with Shi (hexagram 7) as a complementary opposite — Shi is organized force directed outward; Bi is organized union held together inward.
The Judgment's somewhat surprising teaching: the practitioner should consult the oracle to ensure that joining the union is appropriate. Premature commitment to a union without ensuring it has legitimate basis can produce difficulties. Once the basis is verified, the union should be joined fully and without delay; hesitation after the basis is verified produces problems.
The Judgment
Holding Together brings good fortune. Inquire of the oracle once again whether you possess sublimity, constancy, and perseverance; then there is no blame. Those who are uncertain gradually join. Whoever comes too late meets with misfortune.
The Image
On the earth is water: the image of Holding Together. Thus the kings of antiquity bestowed the different states as fiefs and cultivated friendly relations with the feudal lords.
Meaning
Bi teaches the wisdom of legitimate union. The hexagram is among the most positive in the I Ching when applied to genuine unions formed around legitimate center; less favorable when applied to forced unions or unions without proper basis.
The Judgment's repeated inquiry — "inquire of the oracle once again" — is the practical wisdom. Before committing to a union, ensure the basis is right: do you possess (and does the leader/center possess) sublimity (highest virtue), constancy (steady character), and perseverance (sustained commitment)? If yes, join fully. If unclear, examine more carefully.
The warning about coming too late is significant. Once the legitimate union is forming, hesitation produces missed opportunity. Those who join early benefit from the union; those who delay too long find that the union has consolidated without them. The teaching: when you have verified the basis is right, commit promptly.
The Image's instruction about cultivating friendly relations with feudal lords reflects classical Chinese political wisdom: legitimate authority maintains itself through good relations with subordinate authorities, who in turn maintain their own legitimacy through good relations with their people. The web of mutual respect produces stable union.

When this hexagram appears: the practitioner is in or approaching a situation of union or solidarity. The hexagram's guidance: verify the basis (right purpose, right leadership, right character on all sides); once verified, commit fully; do not delay after verification.
The practitioner should: (1) examine whether the union has legitimate basis; (2) examine whether the practitioner can bring the qualities required (sublimity, constancy, perseverance); (3) once basis is verified, join promptly; (4) maintain the union through ongoing cultivation of good relations.
For specific questions: Bi favors legitimate union and warns against both premature commitment without proper examination and delayed commitment after the basis is clear.

Line 1 (bottom)
Hold to him in truth and loyalty; this is without blame. Truth, like a full earthen bowl: thus in the end good fortune comes from without. The simplest and best union — formed in sincerity, sustained in loyalty. Good fortune comes naturally from the integrity of the bond.
Line 2
Hold to him inwardly. Perseverance brings good fortune. Inner alignment with the legitimate center, even if outer expression is constrained. Perseverance through this period produces good fortune.
Line 3
You hold together with the wrong people. Warning: the union being formed is with inappropriate parties. Reconsider before commitment deepens. The wrong company in supposed union is worse than no union.
Line 4
Hold to him outwardly also. Perseverance brings good fortune. Public expression of the inward alignment. The outer commitment matches the inner; perseverance brings good fortune.
Line 5
Manifestation of holding together. In the hunt the king uses beaters on three sides only and forgoes game that runs off in front. The citizens need no warning. Good fortune. The ideal of legitimate leadership: not domineering, allowing those who want to leave to leave, encompassing without forcing. The result: those who choose to remain are genuinely committed; the union is strong precisely because it is not coerced.

He finds no head for holding together. Misfortune. The union lacks legitimate center; without proper leader/principle around which to organize, the union cannot form or sustain itself. Misfortune results. Find or establish appropriate center before further union work.
